World of Warcraft - Item Upgrade
The feature of upgrading items allows players to increase the level for weapons that can be equipped or armor. This increases the power of the equipment, in addition to sometimes adding buffs or the rerolling of an affix.

Cost
The player has to spend gold to upgrade an item. The cost of upgrading an item is dependent on its current level and the upgrade type chosen. Upgrades to weapons are generally cheaper than upgrades for armor since weapons have less requirements. The amount of Gold required for upgrading an item increases as the item is upgraded.
The upgraded items will also have upgraded stats that will improve its performance in a variety of ways. This can include boosting its attack power or critical strike chance. An upgraded item may also give additional bonuses to the unit it is equipped with. These upgrades can be used to boost the overall strength of a unit or individual unit, and could be a major influence on the gameplay.
Any item upgrader NPC can be located in the game. These NPCs are located in the major questing areas or capital cities. You can also find item-upgraders in dungeons that feature high-level bosses, and speaking to NPCs in the garrisons of your faction.
The World of Warcraft item upgrade system allows players to increase the level of their weapons, armor, and trinkets. This process is largely identical to the process of reforging gear in Mists of Pandaria and Warlords of Draenor however instead of using the currency that is appropriate players must visit an item upgrader NPC to complete the process.
Upgrades can be costly, especially for weapons and armor. Based on the upgrade path you select, each item level increase will cost Crests or Valorstones. The total costs can be very prohibitive for players who don't have the resources or are unable to grind them.

The game allows you to reroll a upgraded item using a special tool from the items menu. This option replaces the upgraded item with the level 1 version which offers different bonus effects. This can be useful to gain better results on items which are already upgraded. However, it could be a waste of time.
Requirements

They can be acquired by the questing process, purchasing them from the Trading Post or from other players. Additionally, they can be earned through completing certain tasks in the game.
To upgrade a piece equipment, visit the NPC [Armorto upgrade a piece of equipment, visit the NPC [Armor] Boboko located in Central Flarine. You will need Power Dices depending on the item. (Dice 6 can be dropped by monsters 21+, Giants and Bosses; Dice 12 from Bosses). You will also require different amounts of Minerals, Erons and Giants.
Time
Upgrades to items can be a great way to boost your ship's stats and gear without having to level them up. They're not cheap, but they can be a great way to increase your stats without having to spend so much time fighting. It's important to know the costs and benefits before making the investment of time or money.
Each upgrade boosts the stats of the item's base by to a certain extent and also gives the chance to obtain an additional substat. The extra substat is a random and may range from a small increase in one stat to a larger increase in another. It's best to focus on the most effective items in the slot first, as they will provide a greater return for your investment.
You can check the time required to complete an upgrade when you open your inventory and select an item such as a ship, weapon or other accessory.
