WoW Upgrades - The Item Upgrader
Upgrades will give you a boosts in certain statistics. Each upgrade increases the level of an item by 3. Each upgrade also boosts an unspecified substat.
The upgraded gear is usually more valuable, unless it has a low requirement by nature (like FB sorc shields) or a high stat variance (like eth Titan weapons). Upgrades aren't as useful for those with lower requirements due to the need to roll a perfect version.

Recycle Points
The item upgrader allows players to upgrade their gear by giving the currency to an NPC. Upgrades can be applied to any type of armor or weapon. The item used to upgrade the item will be consumed and cannot be used again. Upgrades can be applied to Enchantments.
The upgrader can be found in all major cities and can be visited anytime to upgrade your equipment. It is recommended that you visit the upgrader once every couple of weeks to keep your equipment up-to-date.

Players can purchase them through NPCs who sell upgrades to item owners for various currencies. They can also find them on random treasure lists.
